Progress against our Group-wide commitments for 2007 is detailed below.

Telefónica Europe - 2007

Business Principles Ensure O2's employees behave ethically at all times in their dealing with each other, suppliers, customers and the general public. Achieve 85 per cent completion rate for business principles training in the UK and the Isle of Man, and 75 per cent in Germany and Ireland, where systems and procedures are being implemented. Establish the online training facility in the Czech Republic and Slovakia. Business principles training rates were as follows at the end of 2007: UK- 89 per cent; Isle of Man - 87 per cent; Germany - 25 per cent (due to a delay in the introduction of the online training system); and Ireland - 67 per cent.

The online training facility was not fully implemented in the Czech Republic and Slovakia due to significant language and technical issues, which delayed the launch until March 2008.

Marketplace

Protecting the vulnerable We are committed to educating our customers about how to keep children and other vulnerable groups safe. Establish a group policy on responsible marketing to children, to be communicated in each market by December 2007. Compliance with the policy to be achieved by December 2008. A group policy was established, along with specific local market guidelines. In addition to this, Telefónica has become a member of the cross industry group, called TeachToday, which provides advice to teachers across Europe. Achieved Dec 2007
Ethical supply chain We seek to interact with our suppliers, and industry at large, and to promote corporate responsibility into our supply chain. Work with procurement teams across Telefónica Europe to align ethical supply chain policies and to implement common industry-developed tools and processes. We have developed social and environmental procurement policies which apply in all Telefónica Europe operations.

Processes are fully developed and implemented in the UK. Workshops have been held with procurement teams in Ireland and Germany and implementation of common category and supplier risk assessment processes has begun. Similar activity will be carried out in the Czech Republic during 2008.

E-TASC, an online system for collecting and analysing supplier data, was launched by the GeSI/EICC industry group in June 2007. Telefónica subscribed as a user during 2007, which also allows Telefónica Europe access, and the supplier invitation process was started in the UK during 2007.

Health
Subject Objective Target Progress Status Timeline
Electromagnetic fields and health and safety Health and safety of our customers, employees and the wider public is at the top of our agenda; and we aim to provide information and advice on the alleged health risks of mobile communications and contribute to the debate. Ensure that Telefónica Europe meets the requirements of the EU Directive 2004/40/EC 'on the minimum health and safety requirements regarding exposure of workers to the risks arising from physical agents (electromagnetic fields)' in advance of the required legislative time frame. Postponed because the EU Directive 2004/40/EC 'on the minimum health and safety requirements regarding exposure of workers to the risks arising from physical agents (electromagnetic fields)' has been amended by the European Commission.

In October 2007, the European Commission introduced a proposal to postpone, for four years - until 30 April 2012, the deadline for EU Member States to introduce their National legislation to implement the 2004 Directive.

This proposal has been adopted by the European Parliament and the Council and published in the Official Journal of the European Commission as Directive 2008/46/EC.

All Telefónica O2 businesses are compliant with the occupational exposure limits in Directive 2004/40/EC but may not be fully compliant with all of the requirements because Directive 2004/40/EC was not transposed into the necessary national legislation in the countries in which Telefónica O2 operates.

Environment and sustainability

Carbon emissions Make efforts to reduce O2's impact on the environment and to help tackle climate change. Cut carbon emissions in each operating business by 20 per cent against the 2006 baseline.

Note: This target was originally set in 2006. Following an announcement from Telefónica, S.A. on 26 June 2008 that they aim to achieve a 30 per cent reduction in indirect carbon emissions by 2015, we are working closely to align our carbon emissions targets
We are completing ongoing monitoring against the target, with bi-annual progress reporting to the Telefónica Europe Governance Committee. Targets for year-on-year percentage reductions are set by each O2 operating business to allow for different local market conditions and programmes. Ongoing Dec 2020
Workplace

Employee engagement Engage and involve all employees to find out how they feel about working for O2 and make improvements together for the overall success of our people and company. Achieve 75 points in the Reflect O2 - employee engagement overall index - for Telefónica Europe and implement associated action plans. Although this is a 2009 target, the following progress can be noted: 
UK: Ranked sixth in the 2008 Sunday Times 100 Best Companies to Work for 'Best 20 Big Companies'
Ireland: Placed in the top 50 Best Workplaces in Ireland by the Great Place to Work Institute®
Germany: Ranked third by the Great Place to Work Institute® (more than 5,000 employees)
Czech Republic: Won the Czech community award in June 2008 for The Most Desired Company and first position in the regional category in the Prague region

Employee engagement Empower and support Telefónica Europe employees to be active and contribute to local communities. Raise employee awareness of O2's community investment activities to reach 75 per cent. We carried out a survey across Telefónica Europe to measure employee awareness of Telefónica S.A. and Telefónica Europe’s Corporate Responsibility programmes. The overall result for community investment awareness was 68% so we did not meet our 75% target; however we continue to work across all operating businesses to support ongoing communication activities in this area.  Not achieved Dec 2008
